As from September 1st 2007 Dutch businesses are able to obtain for the status of Authorised Economic Operator at customs in Dutch customs offer several facilities for ‘physical customs authorities controls‘ to companies that do hold this certificate. In order to obtain for such a certificate, companies have to meet a number of criteria. The AEO-status and the directives for granting of the status are based upon the “Communautair Douane Wetboek” and the associated application regulations. There will be 3 types of AEO-certificates:
Background In order achieve similar facilities to all businesses of the EU-member states the European Union has decided to grant the AEO status. The AEO certificate is therefore valid in all member states. Setting-up of the AEO status is an important step for Dutch Customs in further cooperation with businesses. It is appropriate in their striving to come to a more “horizontal” way of their supervision and the main point is that customs authorities start on a basis of faith and not on the basis of mistrust. This is meant for both businesses and Customs to be together responsible for safer and more sounding cross-border flows of goods. It offers the possibility together of ensuring a safe logistical chain. Impact By the introduction of the AEO status the flow of goods for the customs authorities will exist as from 1 January 2008 from two parts: a certified part and a not-certified part. To companies with certified flows of goods, Customs authorities offers stipulated facilities and the kind of these facilities will be announced later this year. For non-certified companies the traditional supervision will still apply, completed with modern control resources where also for this flow of goods the logistical stagnation can be limited. With this certificate we will be able to continue our broad spectrum of logistic services within temperature controlled consumer products in the field of customs and excise.
